Line a 9×13 baking dish with parchment paper and preheat oven to 350 degrees
Using a large bowl, whisk together the flour, brown sugar, oats, ground cinnamon, and salt.
Cut the butter into cubes.
Using your fingers, work the butter into the dry mixture to create and like crumble.
Press half of the crumble mixture into the bottom of the pan.
Set aside the other half.
For Pumpkin Filling
Using a large bowl, beat together the cream cheese and sugar until smooth
Beat in the pumpkin, pumpkin pie spice, and flour until combined
Beat in the eggs, one at a time until combined
Beat in the milk until combined
Pour batter over the crust and sprinkle the remaining crumble mixture
Bake in the oven for 35-45 minutes or until the center is set
Allow cooling completely
