Turn the Instant Pot on to sauté mode and add olive oil. Pat the beef chunks dry with a paper towel. Add the chopped chuck roast beef to the Instant pot and season the beef with salt and pepper. Toss the beef and lightly sear, for 5 minutes.
Add the potatoes and onions, beans, diced tomatoes and diced poblano peppers to the Instant Pot. Next, add the minced jalapeno peppers, fresh garlic, and all the remaining ingredients. Pour in the beef broth and stir to combine.
Turn the Instant Pot on. Secure the pressure cooker lid and turn the vent to seal. Set the Instant Pot to cook on high pressure for 45 minutes.
Quick-release the Instant Pot by turning the steam valve from seal to vent.
Garnish the beef stew with fresh chopped cilantro, diced avocado and a squeeze of lime juice and sliced jalapenos.
