Peel the Potatoes, and cut them in small cubed or bite size pieces. Place the potatoes in the Instant Pot, and cover them with water.
Place the lid on the Instant Pot until it beeps and locks. Make sure the pressure valve is set to ‘SEALING’. Press the ‘STEAM’ button, and set the time for 7 minutes.
When the potatoes are done, the Instant Pot will beep and go to the ‘OFF’ setting. With a pot holder, turn the pressure valve to ‘VENTING’, and release the pressure – quick release.
When all the pressure has been released, the float valve will drop down, and you can remove the lid to the Instant Pot. Drain off any excess water.
Sprinkle the salt and pepper over the Potatoes, and stir, and mash with a Potato masher.
Add the cream and butter, and stir well, mashing any lumps that are left. Top with Chives. Serve immediately

Additions: If you prefer more butter, cream, salt, or pepper with your Potatoes, add a little more until the desired amount is reached. Add additional amounts a little at a time for best results.
